Celestial Trophy Cricket Tournament

TOURNAMENT RULES

1.            The Tournament shall be known as Celestial Trophy Cricket Tournament

 

2.            The Trophy will be ever rolling Trophy

 

3.            The Tournament is conducted

 

a)         Phase 1 on Knock Out basis

b)         Champions round on league cum knock-out basis

 

4.            Matches other than Final and semi finals of Champions round will be of 30 overs a side.  Final and semi finals of   Champions round will be of 45 overs a side.  Bowlers can bowl a maximum of 1/5th of the total number of overs.

 

 

5.            In league round the winners will get 2 points and losers will not get any.  In case of tie, draw, abandonment both teams will get 1 point each.

 

6.            Position in a group in league rounds shall be decided by the total no of points earned in group matches, if found equal team with better Net Run Rate will have a higher position.

 

7.            When NRR is considered for fixing the position, in a match where duration is reduced in the second innings due to an unforeseen interruptions, total runs scored by both teams shall be converted in proportion to the overs played by the team batting second.

 

8.            Qualification to the champions round:  four unbeaten teams at the end of phase 1 will qualify.

 

9.            Each team should complete their quota of 30 overs in a maximum of 2hrs 5mts with a break of 5mts (and 45 overs in a maximum of 3hrs 10mts with two breaks of 5mts each.

 

10.        If team bowling first fails to complete the full quota of overs in the stipulated time, they will have to complete the full quota of overs but while batting overs will be reduced at one over per four minutes of excess time, they took to complete the overs without changing the target.

 

11.        In case a team bowling second fails to complete its quota of overs in the stipulated time; At the end of the match, Penalty of 10 runs shall be awarded to the batting side for every four minutes they took as excess to complete the overs / or to achieve result.

 

12.        In normal circumstances two 30 over matches will be played on day, 1st match will start 8.00 AM and 2nd at 12.30 PM.  Final will start from 9 AM and there will be a lunch break of 40mts.

 

13.        Teams should report at least 30mts prior to the match.  If a team fails to report even after 30mts of the scheduled time the opponents will be given walk over.

 

14.        Players should use white clothing and shoes when red balls are used (phase 1 -knock out).  Color dress of uniform pattern should be worn while the white ball is in use(Champions round -League Phase).

 

15.        The Umpires will be the sole authority to judge the loss of time during playing hours due to rain, bad light, injury, delayed start of play or any other reasons.

 

16.        If there is any loss of time during playing hours the overs shall be reduced proportionately, by the umpires in consultation with the tournament committee.

 

 

17.        If the re-arrangement is done while a side batting second, target shall be reset by multiplying the overall run rate of the team batting first by the total number of overs available to them.

 

a)      If there is any loss of time due to late reporting of one team they will lose proportionate number of overs as per the table shown below during their innings and the team which has reported in time will have their normal quota of overs.

By the term ‘reporting’ it is intended that the captain should handover the list of players, be ready for the toss and should be ready with the team to take the field as and when the umpires want them to do so.

 

b)      Clause 6 will be applicable even in the cases where 14 (a) is effected

 

18.        In case a match is abandoned due to rain, bad light, or any other reasons the winner will be;

 

a)      The side with higher overall run rate provided the tam batting second has batted at least 8 or 1/3rd of the total number of overs decided at the start of the match whichever is higher.

 

b)      While calculating 1/3rd of total overs, fractions will be rounded off to the next higher number.

 

 

c)      If the team batting 2nd has not completed 8 or 1/3rd of the total overs the result will be decided by “Super Over” or the “Bowl Out” method.  If it is not possible, winner will be decided by spin of coin.

 

19.        In circumstances when the number of overs of the match is reduced, the number of over in each phase of innings will also be reduced in accordance with the table below.  For the sake of clarity, it should be noted that the table shall apply to both the 1st and 2nd innings of the match whenever reduction of number of overs occurs.

20.         Field restrictions during Power Play will be in the following pattern

 

i)                 Power Play 1 Maximum 2 fielders outside circle

ii)                Power Play 2 Maximum 4 fielders outside circle

iii)              Power Play 3 Maximum 5 fielders outside circle

iv)              Maximum of 5 fielders allowed on the leg side at any stage of the match

 

21.            In matches where the number of overs are re-arranged, while calculating the minimum number of overs for which the above clause is applicable, fractions will be rounded off to the next higher number.

 

22.            In case of infringement of the clause 20 (i) ,(ii),(iii) & (iv) either of the umpires shall call or signal No ball.

 

23.            Two Bouncers are allowed per over.  If the ball passes or would have passed above the shoulder level of the batsman standing upright, on more than these two occasions, either of the umpires shall call and signal No ball.

 

24.            Free Hit will be awarded to the batsman in the delivery following all No balls.

 

25.            The  rule of new batsman taking strike of the next ball till the 5th ball of an over even if a batsman crosses over before the catch is taken is applicable.

 

26.            In an innings a bowler can bowl a maximum of 1/5th of the total number of overs.  In case the overs are re-arranged in an innings to a number not divisible by 5 a bowler can bowl a maximum of 1/5th of the next higher number divisible by 5.

 

27.            If the player is absent from the field for longer than 8 minutes, the following restrictions shall apply to his future participation in the match:

 

      The player shall not be permitted to bowl in the match until he has either been able to field, or his team has subsequently been batting, for the total length of playing time for which he was absent (penalty time), subject to a maximum cumulative penalty time of 60 minutes.  If any unexpired penalty time remains at the end of an innings, it is carried forward to the net innings of the match. 

 

28.            In case of tie in a match, the result will be decided by “Super Over” or the “Bowl Out” method depending upon the available conditions.

 

29.            In case a match is stopped in between an over the run rate will be the runs scored per ball.

 

 

30.            Match balls will be provided by the organizers.

 

31.            Under normal circumstances the match will be played on Turf wicket, but if situation warrants, the tournament committee reserves the right to shift the venue to different wicket, either turf or matting wicket.

 

 

32.            Qualified State / District panel umpires will be posted in consultation with the Trivandrum District Cricket Association (TDCA).

 

33.            Disputes will be settled by the tournament committee in consultation with the umpires.

 

34.            Protests, if any should be lodged within one hour after the completion of the match with a fee of Rs.500/- refundable only if the protest is found to be valid.

 

35.            The Tournament committee reserves the right to frame / change / modify any of the rules at any stage of the tournament if found necessary.

 

36.            Player registration rules of KCA regarding guest players shall be strictly followed.  Any deviation shall be reported to the KCA. Please note.

 

a)             No player shall play for any other club if his parent club to which he is registered is playing or played the tournament.

b)            No club shall include more than 5 guest players in the tournament unless in case of exemptions given by KCA

c)             DCAs may include only the players registered in their districts.

 

37.            In addition to these, rules will be followed as specified by the BCCI Limited Over Rules 2018-2019
